Lead partner of SBPIN is Hässleholm Municipality, EU-Office Skåne Nordost. Partners in the project are Association of Polish Communes Euroregion Baltic, Köge Municipality,Krinova Incubator & Science Park and Naestved Municipality. Associated partners are Skåne Association of Local Authorities and Region Skåne's Administration of Cultural Affairs.

Hässleholm Municipality, EU-office Skåne Nordost

The Municipality of Hässleholm has in the past decade been actively working to build up a base profile, with a focus on Europe and the EU. In recent years, the municipality has established a number of services designed to strengthen knowledge of the EU and the availability of EU funds - internally and in collaboration with other sectors, by having an EU coordinator internally and the EU-office Skåne Nordost.


The office’s main tasks are to facilitate project development/implementation of international/EU projects in nine participating municipalities and in general stimulate international cooperation and development. EU Skåne Nordost has long experience in project management of several EU funds and projects, most in ESF and ERDF but also Europe for Citizens, LLP.

Association of Polish Communes Euroregion Baltic

The aim of the Association is, taking into account the specifics of the position of the Euroregion in the area south-east of the Baltic Sea, at the junction of Polish, Russia (Kaliningrad), Lithuania, and through the Baltic - Sweden and Denmark (Island of Bornholm) to use as much as possible of European initiatives and action to improve the living conditions of the people living in the area of the Association, with special emphasis on border areas. The aim of preparing local actors in order to participate more actively in cross-border networks and projects by organising common skills development where participants from the different regions will participate in 8 workshops with the following WP's, which are all responses to common challenges, is answear to our municipalities needs.Main result will be local actors, including new-comers, being involved in the South Baltic Programme and learning about the benefits of soft cross-border cooperation.

(STG) is non-profit cross-border cooperation organisation with 38 members municipalities of Pomorskie and Warmia-Mazury district. Since 1997 the our activities focus on the development of international cooperation in tourism, culture, environmental protection, and especially people to people cross-border cooperation on the local and regional levels. In different roles the STG took part in international projects - Tourage - developing senior tourism in remote regions, project implemented in a broad international European partnership focused on the development of policies and actions in support of senior tourism. It hosts the ERB International Permanent Secretariat (IPS) which coordinates the ERB cooperation. Acting with it could provide broad knowledge and experience with respect to cross-border cooperation in the South Baltic Area. Increasing the number of actors and improving the range of participation will solve our needs.

Köge Municipality

In Denmark there have been quite some cuts in public expenditure in recent years. At the same time, due to an ageing population, costs for maintaining quality service for its inhabitants at a municipal level are increasing. Internationalisation and international project cooperation within the municipality are areas which are being threatened as the main focus in the municipality is getting the job done and not on how international cooperation can be a means to improve the job and the service provided to its citizens. A cooperation with partners from other countries focusing on how internationalisation can benefit a municipality, especially within areas related to the blue and green economy, is expected to be extremely fruitful.

The Municipality of Køge has participated in a number of cross-border projects in the previous structural fund period (2007-2013), some as leadpartner and some as partner. Partners from Region Zealand have the possibility to participate in three Interreg A programmes. Due to proximity, the municipality of Køge has been mainly involved in the Interreg Öresund-Kattegat-Skagerrak programme with partners from Scania in Sweden. There has also been a project within the Danish-German Interreg programme.

Krinova Incubator & Science Park

Krinova is one of Sweden's more than 60 incubators and science parks, where cooperation between companies, organisations, University and society lays the foundation for innovation, development and growth. Krinova is owned by the Municipality of Kristianstad and Kristianstad University. Krinova is organised in three areas of operations: A regional meeting place with about 22 000 visitors per year. Nearly 100 companies have their offices in the park. A platform for development projects within the cross-cluster area of Food/Environment/Health. An Innovation arena with state-of-the-art incubation and innovation support (to both new and present companies) in the form of a broad palette of tools and methods to contribute to more and more innovative businesses.

Krinova has previous been apart the "RES-Chains" (Renewable Energy Sources) EU project within the South Baltic. The project collaborated with partners in Lithuania, Poland, Germany and Denmark and was completed June 2014.

Naestved municipality

The Municipality of Næstved is active in Union of Baltic Cities and participates in the efforts to increase the transnational cooperation and action through these channels. We have establihed an professional environment which main tasks is to assist organisations and professionals in modern types of learning and producing - irrespective of the context. This makes us an attractive and skilled partner for other organisations, focusing upon development and change.

So far and primarily on a national level the Municipality of Næstved and - among others - Center for Strategy and Innovation has been active in developing and practical implementation of sustainable strategies on green growth, re- and upcycling, education, social issues and networking with civil society. The group of CEOs have emphazied, however, that a transnational dimension must be added to this national and local orientation. Joined the initiative by the Swedish Institute:first Baltic Executive Programme. Unboxing the Sandbox - for strenghtening of a transnational network of municipalities, regions, educational institutions etc. round the Baltic. The contact person has more than 25 years of experience in developmental work in a number of areas, including cooperation with University of Roskilde and Denmarks Technical University.
